About Faith in Tennessee

Please I need help.  I am a mother who is at the end of her rope.  My grown daughter (22 years old) has no direction.  She is bi-polar, homeless, won't work, tells lies to strangers to get money or food or a place to sleep.  She used to be hooked on drugs but I don't know if she is doing them now.  I believe she has traded sex for food or a place to sleep.  She will move into vacant houses or move in to different family members homes when she knows they are not home.  We (my sisters, parents, and me) have all let her move in several times and have tried to get her mental help, jobs, a place to live, but she won't help herself.  Every time we get her set up with a job she quits.  We let her move in and try to set her up to get on her own and she always ruins it.  She lies all the time so we never know what the truth is.  We have all decided we are only enableing her by letting her live with us because it never ends good and she  never learns anything.  She has no more friends because she has used them all and they are fed up.  I have 4 children at home, ages 6-16, and I can't even let her visit here or stay the night because she has no respect for our bedtime rules and will say or do things that are inappropriate around the kids.  They look at her now like she has 2 heads because she has gotten so strange.  She is a stranger to me...there is nothing remotely familiar to the daughter I raised.  I do love her and want to help her but I don't know how.  Everything I've tried blows up in my face.  How many times can I take being called a bitch and f*** you.   She will randomly call and say she just cant do it anymore, we worry she will commit suicide so we try to help again and she turns on us, screaming, cussing and then runs off.  Facilities won't help because it has to be voluntary admittnance or they require insurance and she has none.  I don't know what else to do..please help!
